Box 98 <br />Director <br />Loma, Colorado 81524 <br />Re: Munger Canyon Mine (Permit No. C -1981 -020) <br />Permit Renewal Application No. 6 (RN -6) <br />Dear Mr. Isaac: <br />The Division has completed its preliminary adequacy review for Permit Renewal Application No. 6 <br />for the Munger Canyon Mine. As part of the adequacy review, the Division performs a detailed <br />review of the reclamation cost estimate. The reclamation cost estimate review has not yet been <br />completed, but we will forward it to you as soon as it is available. We received no written <br />comments on the renewal application during the public comment period. Nor did we receive <br />comments from any of the local, state, or federal agencies notified of the renewal application. <br />The Division has the following comments regarding the RN -6 application. <br />1. The Division did a review of the OSM Applicant Violator System (AVS) versus the permit <br />application for Munger Canyon Mine. The information in AVS is more current than in the <br />permit application package (PAP). Please revise Appendix A Identification of Interests to <br />include current ownership and control information for CAM Mining, LLC and its owners <br />and controllers. <br />2. The reclamation schedule and costs should be updated (Section 3.8 and Table 3.9 -6) of the <br />PAP. Based on our review of the PAP, Annual Reclamation Reports, and the Phase I <br />Findings the Division provides the following summary of the reclamation status of the <br />Munger Canyon Mine site and the remaining reclamation work to be completed. <br />The total acres disturbed at the Munger Canyon Mine site is 20.8. A total of 17.2 acres have <br />been Phase I bond release (SL -01 in 2008). The Division released liability for backfilling, <br />grading, and drainage reestablishment on 17.2 acres including 14.3 acres at the Munger <br />Canyon site and 2.9 acres at Loma Loadout. CAM originally requested 18.5 acres for <br />Phase I bond release. Excluded from the 2008 Phase I bond release was 1.3 acres of former <br />haul road and surrounding area located on BLM surface that was narrowed by 12 feet from <br />approximately 350 feet south of Culvert No. 6 to the private property line.
