It did not appear that any new topsoil and cover materials had been stockpiled. In addition, no further <br />construction on the new haul road to the south of the existing pond or the underdrain had occurred during <br />this period. <br />As suggested, the water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 <br />were measured during this quarter on a monthly basis. A table and graphs showing the monthly water <br />levels are attached. The water levels in Monitor Well N increased significantly from readings on April 8, <br />2011 and May 10, 2011. The water level went from 32.04 feet to 18.98 feet. Tire water level went down to <br />21.66 feet on June 8, 2011. The water level in Monitor Well N had stabilized and readings were from <br />24.03 to 24.10 feet between January 10 and March 10, 2012. It should be noted that Monitor Well N has <br />been damaged and no readings were available for this quarter. The monitor well will be replaced with the <br />refuse pile expansion. <br />We were advised that the wash plants had produced approximately 103,004 tons of waste coal during the <br />month of April 2012: approximately 100,081 tons during May 2012: and approximately 134,315 tons <br />during June 2012. It is our understanding that the fines being produced at tine wash plant, which consists of <br />approximately 10 to 20 percent of the total materials being produced, arc being pumped underground into <br />the mine. <br />Based on our limited observations and compaction test results, it appears that the pile is currently being <br />constructed and maintained in general accordance with the project specifications and plans submitted under <br />2.05.3(8) and that tine potential hazard to human life and property at the site in its present condition is <br />minimal.
