GCC
Sincerely,
"Safety as a Value"
Telephone: 970.385.4528
Facsimile: 970.385.4638
GCC Energy, LLC
6473 County Road 120
Hesperus, CO 81326
to prepare a Technical Revision, TR -20, which will detail the necessary designs
to allow CMW to be used to backfill the west highwall at the King I mine. It is
anticipated that once Trautner's final report is received, the Technical Revision
should be ready for submittal to the Division by July 31, 2012 as proposed in
the timeline, or August 7, 2012 if the final Geotech analysis is delayed as
discussed earlier. The TR will provide plans for underdrains, slope stability,
final grade, final plant growth medium, seed mix, etc.
6) Discussions are underway with contractors to determine the most logical
method of moving the CMW to allow for construction of the underdrains, and to
replace and compact the material in lifts. It is possible that some of the existing
CMW would be moved to the permitted refuse pile and some would be replaced
upon approval of the Technical Revision.
7) The CMW which has been placed on the west portal bench (above the bulk of the
material in question) will be moved to the permitted refuse pile once equipment
has been mobilized to the site. It is anticipated that the portal bench will be
utilized as an upper drainage feature as part of the Technical Revision design.
GCC Energy respectfully requests that the due dates of time for abatement be
extended as follows:
Step #1 (Submit a Technical Revision application): August 14, 2012
Step #2 (Remove any CMW not intended to be used as permanent backfill, and
transport the waste to the approved Refuse Pile): November 30, 2012
Please call Tom Bird at (970) 385 -4528 x 6503 if you have any questions or comments.
Tom Bird
Manager, Coal Services
GCC Energy, LLC
