Peabod <br />Mr. Jason Musick <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining, & Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />(303) 866 -3567 x 8134 <br />RE: Foidel Creek Mine (Permit No. C -82 -056) - Minor Revision (MR12 -264), Coal Handling Facilities <br />— Concrete Protective Structures <br />Jason: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of the subject Minor Revision to the approved Permit <br />to construct concrete protective structures for the existing Train Loadout and Coal Refuse Bin. These structures <br />are designed to protect these existing installations from damage that could occur as a result of mobile equipment <br />operations or a train derailment in proximity to these installations. <br />Construction of the concrete protective structures will involve completion of large - diameter borings or <br />excavations, in order to install reinforced concrete support piers; placement of temporary concrete forms; <br />placement of concrete for the protective wall at the Train Loadout, and protective piers at the Coal Refuse Bin; <br />and concrete finish -work. Given that the planned construction activities will occur within previously disturbed <br />areas, the proposed construction will not result in any new disturbance, and will not require or result in any <br />changes to existing drainage and sediment controls. Given their proximity and functional relationship to the <br />existing structures, the protective structures will remain in place so long as the associated installations are in <br />active use, or so long as plans exist to utilize these installations in conjunction with future mining and related <br />activities. When the associated installations are no longer needed, the protective structures will be demolished <br />to at least 3 feet below the planned final grade, the resulting demolition debris will be handled and disposed of <br />along with that from the associated installations, and the affected areas will be regraded and reclaimed as part of <br />the overall facilities grading and reclamation project. <br />This submittal includes revised PAP text and maps /drawings addressing the proposed concrete protective <br />structures. New and revised PAP materials are identified by the enclosed Summary of Revisions /Additions. <br />TCC would like to proceed with this project as soon as possible, therefore, we appreciate your consideration and <br />cooperation in facilitating timely review and approval.
