<br />53, P.O. Box 670, Hayden, Colorado 81639, has re-
<br />quested release of Phase I bond liability on 171.6 ac-
<br />res of its reclaimed lands at the Yoast Mine (CDMG
<br />Permit No. C -94 -082, approved August 5, 1995).
<br />The Yoast Mine is located approximately 8.5 miles
<br />southeast of the Town of Hayden, Colorado off of
<br />Routt County Road 27. The specific area to which
<br />this bond release request applies is included within
<br />the Permit Area located as follows:

<br />2,318.3 acres of which 171.6 acres are requested in
<br />this Phase I (SL -4) bond release. The USGS 7.5 Min-
<br />ute Quadrangle maps for Dunckley and Mt. Harris
<br />contain the described affected area.
<br />A self -bond in the amount of $2,611,566 is currently
<br />in place of which $841,598 is being requested for re-
<br />lease. Pursuant to Rule 3.63 1, a permittee may re-
<br />quest Phase I Bond release upon successful comple-
<br />tion of backfillrg, regrading and drainage control in
<br />accordance with the approved reclamation plan.
<br />Those portions of the mine for which Phase I bond
<br />release is requested consist of primariy permanent
<br />roads, permanent ponds, previously unreleased
<br />areas, and structures that have been removed and /or
<br />demolished from 1997 through 2011. The approved
<br />reclamation plan can be reviewed in its entirety in the
<br />Seneca Yoast Mine Permit Application Package lo-
<br />cated in the Hayden Public Library, Hayden, Colo-
<br />rado
<br />A copy of the SL -4 bond release application is availa-
<br />ble for public inspection at the Hayden Public Li-
<br />brary, 201 E. Jefferson Avenue, Hayden, Colorado
<br />81639 Written comments or objections or requests
<br />for public hearing or informal conference concerning
<br />this application may be submitted to, and additional
<br />information obtained from, the Colorado Division of
<br />Reclamation, Mining and Safety, 1313 Sherman

<br />(303) 866 -3567. Comments must be received within
<br />30 days of the last publication of this notice or within
