Aerial photos were taken by <br />Harry Ranney, and reviewed by Marcia Talvitie; the field inspection was conducted by Marcia Talvitie <br />and Sandra Brown of the Division. Bill Bear of Bowie Resources, LLC (BRL) escorted us in the field; <br />we were also accompanied by Ms. Tamme Bishop, P.E., of J.E. Stover & Associates, consultant to BRL. <br />The inspection was primarily focused on Coal Mine Waste Disposal Areas and associated hydrologic <br />features. Mr. Bear also drove us to the site of the Terror Creek Ventilation Shaft. Temperatures were hot <br />and skies were clear. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />• The western slope of Colorado has experienced dryer- than -usual weather conditions throughout 2012. <br />A water truck was being used to spray down the vehicle traffic routes on the coal mine waste disposal <br />areas. Mr. Bear explained that although the material in the piles stays moist even after being <br />stockpiled, the trafficked areas dry out and require fugitive dust suppression. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />• BRL has been conducting sediment removal operations at the various ponds. Removal equipment <br />was working in Pond C during the June 27th aerial inspection (Photo 2) and in Pond D on June 28th. <br />Pond F was cleaned out prior to the inspections. <br />• With the approval of TR -72, Pond F is being prepared for expansion. Grade stakes were placed on <br />the slopes and bottom of the western end of the pond, showing the amount of material that will be <br />excavated in order to increase the pond's available storage capacity. <br />• Ditch D -F4, located along the eastern boundary of Gob Pile 42, was observed on a previous <br />inspection to be directing flow into Ditch D -F15 (east side of Coverfill Pile). We verified, in the <br />field, that this flow has been redirected to the proper ditch. This was accomplished by installing a <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 Page 2 of 9 <br />
