M-77-378, Consent Decree, Sunnyside Gold Corp.
Dear Mr. Perino:
In response to your inquiry regarding locations of material borrow areas for the
Howardsville Mill, I have enclosed a copy of a portion of Exhibit C map. Locations for
rockfill and backfill borrow areas are highlighted in blue. During our conversation, you
had also inquired whether capping material for the Howardsville Mill Lower Tailing Pond
could be salvaged from the embankments for the existing overflow ponds. Overflow
pond embankments are highlighted in yellow.
Permit documentation for the Howardsville Mill indicates that the overflow ponds existed
prior to permit issuance, but does not describe the overflow ponds sufficiently to clarify
their original purpose. Permit documentation state that the embankments were
constructed from alluvial and colluvial material. Reclamation Plan states that the
embankments will be graded level and seeding during final reclamation.
The overflow ponds do not appear to assist mill operations. Rather than providing a
hydrologic benefit, the overflow ponds may neutralize the result of the upland diversion
ditch, by impounding drainage and increasing the elevation of alluvial flow under the
permitted tailings ponds.
Subsequent to operator approval, DMG could approve utilization of the overflow pond
embankments for cover material over the Lower Tailings Pond.
Sincerely,
Wallace H.
