SGC
has had no operational connection with the portal, and its status
under the Division's interpretation of the point source discharge
requirements of the Water Quality Control Act is uncertain.
Nevertheless, to resolve any uncertainty and to further assure that
dissolved zinc levels are maintained at the reference water quality
point A-72, SGC is proposing an additional mitigation project to be
added to the "A List" of projects under the Consent Decree. SGC
anticipates that the project can be completed in the 1996 and 1997
field seasons, assuming that engineering investigation can be
completed in 1996. It is possible that the entire project could be
completed in 1996.
A Work Plan for the proposed additional project is included with
this letter. The format and information included with the Work
Plan follows the information provided for the other mitigation
project work plans with Permit #CO-0044768.
SGC requests that this additional project be added to CDPS Permit
#CO-0044768, or that an identical mitigation project permit be
issued to include this additional project.
