SGC <br /> has had no operational connection with the portal, and its status <br /> under the Division's interpretation of the point source discharge <br /> requirements of the Water Quality Control Act is uncertain. <br /> Nevertheless, to resolve any uncertainty and to further assure that <br /> dissolved zinc levels are maintained at the reference water quality <br /> point A-72, SGC is proposing an additional mitigation project to be <br /> added to the "A List" of projects under the Consent Decree. SGC <br /> anticipates that the project can be completed in the 1996 and 1997 <br /> field seasons, assuming that engineering investigation can be <br /> completed in 1996. It is possible that the entire project could be <br /> completed in 1996. <br /> A Work Plan for the proposed additional project is included with <br /> this letter. The format and information included with the Work <br /> Plan follows the information provided for the other mitigation <br /> project work plans with Permit #CO-0044768. <br /> SGC requests that this additional project be added to CDPS Permit <br /> #CO-0044768, or that an identical mitigation project permit be <br /> issued to include this additional project. <br />
