June 26, 2012 C- 1980 - 007 /West Elk Mine MLT <br />PROCESSING WASTE /COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />• The RPE East rock toe buttress (Photo 2) presently consists of Phase IA Rock Fill and Phase <br />IA Upstream Colluvium Fill. MCC has staked the locations of two monitoring / inclinometer <br />installations. One will be drilled into the colluvium portion of the buttress, and another into <br />the coal mine waste that has been placed behind the buttress. <br />Mr. Peacock and the contractor's (Con -Sy) supervisor said that standard proctor curves were <br />developed for both the colluvium and the coal mine waste, and that moisture /density readings <br />have been taken during placement operations. <br />ROADS — Rule 4.03 <br />Construction 4.031(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.032(7): <br />Colluvium removed from the valley uphill of the coal mine waste placed at the RPE East was <br />being used to construct an adjacent segment of the RPE East Haul Road. The material, <br />which was somewhat moist, was being placed in lifts, and compacted using a sheepsfoot <br />roller (Photo 3). Mr. Peacock stated that a consultant has developed standard Proctor curves <br />for this material, and densities are being monitored periodically. <br />SLIDES and DAMAGE - Rule 4.12: <br />During the spring of 2011, a landslide affected a portion of the pilot road alignment for the <br />RPE East Haul Road. The slide area was subsequently repaired, although Mr. Peacock stated <br />that a new landslide occurred on December 22, 2011, immediately west of the original slide. <br />Both slides appear to have been stabilized and repaired (Photo 4). MCC has recently <br />completed installation of one inclinometer, to a depth of 49 feet, and was in the process of <br />installing a second inclinometer further to the east.
