June 18, 2012 C-1980-007/West Elk Mine JRS <br /> <br /> <br />ROADS Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The main mine entrance and haul road is a paved road. The road was well maintained and stable. <br />- The road to the Sylvester Gulch facilities was well maintained and stable. There was no rutting on the road and <br />no erosional problems were noted. The operator sprayed the road with MgCl to help control dust. <br />- The haul road to the RPEE was stable and well maintained at the time of the inspection. There was no rutting or <br />erosional problems noted. The road was very dry and the operator will need to be actively watering this road <br />when it is in use to help control the fugitive dust. <br />- the roads around the coal stockpiles were all well maintained and stable, with no erosional problems or rutting <br />noted. <br /> <br />SLIDES and DAMAGE <br /> - Rule 4.12: <br />- The HR-1 slide area remained stable at the time of the inspection. The slopes have been seeded and covered with <br />erosional control blankets to help stabilize them. Mike Peacock indicated that the outlet ditch for the filter blanket <br />has been completed. West Elk excavated the ditch to the bottom of the filter blanket, placed a large, slotted pipe in <br />the ditch, covered the pipe with pea gravel and backfilled the ditch. This should help direct any flow from the <br />filter blanket away from the slope. There was no water flowing from this pipe at the time of the inspection. There <br />was some water flowing out of the 12-inch pipe that is from the small slide above the HR-1 slide. There was no <br />water flowing out of the 16-inch pipe that is part of the French drain system for the west portion of the HR-1 slide <br />area. The flow from all of these pipes goes into the RPE ponds. The Division would like West Elk to monitor the <br />flow out of these pipes (and into the RPE pond) to ensure that the RPE pond has enough capacity to treat or <br />contain a 10-year, 24-hour storm event with this included base flow. <br />- The ST-02 slide area remains stable. This area was reseeded and the entire area was covered with erosion <br />control mat. There were some annual weeds growing on the slope. <br /> <br />SUPPORT FACILITIES <br /> - Rule 4.04: <br />- The Sylvester Gulch facilities area and mine fan benches were all stable at the time of the inspection. There were <br />two semis filling the rock dust storage tank at the time of the inspection. The upper MDW pad and well at the <br />Sylvester Gulch area was stable. <br />- The substation, material storage bench and mine fan benches along the Sylvester Gulch haul road were all stable <br />at the time of the inspection. No erosional or other problems were noted. <br />- The wash plant, which is on the LRP, was stable at the time of the inspection. No problems were noted on the <br />top of the LRP, which is a large, flat bench used for the wash plant and material storage. <br />- The portal area was stable and in good condition at the time of the inspection.
