Description of Remedial Action: The plan shall describe the remedial action that will take place to minimize or <br /> eliminate the water quality impacts from the mine waste. The description shall include: <br /> - Remediation Goal Statement; <br /> - the characteristics of the mineralogic content of the mine-waste,and volume of the waste; <br /> - description of any materials that will be mixed into the mine waste on site;and <br /> - estimated volume and surface area of the final site,and estimated angle of side slopes. <br /> iv). Discharges Other Than Stormwater:For discharges other than stormwater,such as water ponded on a mine site or <br /> encountered within mine waste,such discharges must be treated or controlled such that the loading to the receiving <br /> stream is no greater than that which was occurring prior to commencement of the remedial action. <br /> v). Description of permanent BMPs,final site stabilization,and potential land use: The plan shall include a <br /> description of the specific measures that will be installed or used at the mine-waste site. The description shall <br /> include any of the following if appropriate: specifications for capping or,isolation of the mine-waste,method and <br /> type of revegetation,and other permanent BMPs. The plan shall also include a description of the potential land use <br /> after remediation is complete. <br /> f. Consistency with Other Plans <br /> MRPs may reflect requirements for Spill Prevention Control and Countermeasure(SPCC)plans under section 311 of the <br /> CWA,or Best Management Practices(BMPs)Programs otherwise required by a CDPS permit,and may incorporate any <br /> part of such plans into the MRP by reference. The MRP may rely upon information contained in approved plans <br /> submitted for other similar pollution control programs,including the Voluntary Clean Up Program. (Voluntary Cleanup <br /> and Redevelopment Act,CRS 25-16-303). <br /> 3. Implementation of Mine Remediation Plan <br /> Upon beginning remediation work at a site The permittee is required to fully implement the Mine Remediation Plan(MRP) <br /> for each project that is described in the attachments to this permit. <br /> 4. Oil and Grease,and Floating Solids Monitoring and Control <br /> In the event an oil sheen or floating oil,or floating solids,are observed in any discharge from a mine waste remediation site, <br /> all practicable measures must be taken in order to identify and eliminate the source of the sheen or floating solids. <br /> S. Monitoring and Reporting <br /> The permittee is required to perform whatever oversight is necessary to insure that the MRP is being implemented,and <br /> shall comply with all monitoring and reporting conditions included in the MRP. At a minimum,monthly reports are <br /> required for an),water quality data that is collected as part of a MRP. In addition,guarterly reports must be submitted <br /> which include: 1)a narrative description of the current status of the remediation project,2)a summary of analytical <br /> results for any sampling that was specified in the MRP for the site in question,3)a photographic survey of the sites <br /> (both pre-remediation waste location and post-remediation waste location)involved in the remediation action. Reports <br /> must be received by the 28th day of the month following the calendar quarter or month for which the report is being <br /> submitted <br /> B. SPECIAL REQUIREMENTS <br /> 1. Materials Containment <br /> Any hazardous materials or chemicals permanently stored or used on site(including fuels,lubricants,hazardous soil <br /> amendment materials and hazardous fertilizers)shall be adequately handled and contained to prevent any spills from <br /> occurring. Earthen dikes or concrete basins with capacity to hold contents of storage tanks or containers shall be used to <br /> prevent spills of these materials into State Waters in the event of failure of the storage containers. <br />
