The post - mining land use planned for the Revenue Mine is wildlife habitat. To facilitate that land
use all disturbed areas will have 12 inches of topsoil placed on them prior to revegetation.
The soil will be stripped as required for mine activities at the time when it is needed. As much as
possible, topsoil will be directly placed on final waste pile surfaces as they are constructed. If
topsoil needs to be stockpiled on site, it will be placed in one of two designated areas. The first area
is immediately uphill of Sediment Pond 1. This topsoil stockpile area will be used while the
Revenue waste pile is being built. Once the Revenue waste pile is full, an area on the top of the
Revenue waste pile will be used to store topsoil if needed. A significant amount of topsoil will be
imported over the life of the mine to satisfy the reclamation requirement of 12 inches over the
reclaimed areas. These calculations are described in detail in Exhibit E. Any topsoil that is imported
will be suitable as a growth medium and will not be contaminated in any way. Any party bringing
topsoil to the site will be required to sign a form stating that the soil is free of any contaminants that
could negatively affect the environment. These forms will be kept on file at the mine site.
2.1 Atlas Waste Pile Topsoil
The topsoil to be stripped from the Atlas waste pile area currently underlies roughly three feet of
old tailings. These tailings have been tested for metal content, and show sufficient silver values to
justify processing. It is anticipated, however, that over the long period that the tailings have been in
this location, some of the metal sulfides may have leached down into the immediately underlying
topsoil. Since the topsoil depth in this area has been determined to be about 18 inches on the
average, the top six inches can be treated as tailings, and not saved for reclamation while still
leaving sufficient topsoil to cap the Atlas waste pile area.
2.2 Shaft Area Soils
The shaft areas consist almost exclusively of rock outcrop and rubble complexes. These areas will
be excavated from underground, so surface soils that are disturbed due to the shaft construction will
be kept in the immediate vicinity for use in reclamation.
Revenue Mine August 2012 I -
