This soil will be stripped as required for mine activities at the time when it is needed. As much as <br />possible, topsoil will be directly placed on final waste pile surfaces as they are constructed. If <br />topsoil needs to be stockpiled on site, it will be placed in one of two designated areas. The first <br />area is immediately uphill of Sediment Pond 1. This topsoil stockpile area will be used while the <br />Revenue waste pile is being built. Once the Revenue waste pile is full, an area on the top of the <br />Revenue waste pile will be used to store topsoil if needed. A significant amount of topsoil will <br />be imported over the life of the mine to satisfy the reclamation requirement of 12 inches over the <br />reclaimed areas. These calculations are described in detail in Exhibit E. Any topsoil that is <br />imported will be suitable as a growth medium and will not be contaminated in any way. Any <br />party bringing topsoil to the site will be required to sign a form stating that the soil is free of any <br />contaminants that could negatively affect the environment. These forms will be kept on file at the <br />mine site. <br />10. Fuel and Oil Storage Areas <br />Diesel fuel will be stored on site in 2 — 4200 gallon steel tanks located near the Mill Portal as <br />shown on Map C -4. One 55 gallon drum of engine oil and another 55 gallon drum of hydraulic <br />oil will be stored in the underground storage tunnel as shown on map C -4. The diesel tanks will <br />be used to supply the mobile equipment that will only be used on site (no off site traffic) and <br />may also be used with a backup generator for the underground mill. Secondary containment will <br />be provided for all petroleum products. A Spill Control, Containment, and Contingency (SPCC) <br />Plan for storing and using petroleum products will be prepared and implemented for the site in <br />accordance with federal and state regulations, as the total aboveground storage of fuel and oil in <br />containers of 55 gallons or more will exceed 1,320 gallons. A preliminary plan has been included <br />in Appendix 10. A summary of fuel and oil storage and their secondary containment at the site <br />follows. <br />1. 2 - 4200 gallon diesel tanks located near the Mill Portal <br />a.
