0 2.05.5 Post - Mining Land Uses <br />The implementation of the detailed Reclamation Plan contained in Section 2.05.4 will <br />restore the land affected by surface operations and facilities within the permit area to the <br />pre- mining use as undeveloped lands used partly forwildlife habitat and limited residential <br />use. This restoration will be specifically accomplished by grading the area to create <br />approximately original contour, restoration of drainage patterns to their original function, <br />reapplication of topsoil, application of mulch, followed by the seeding of the seed mixture <br />set forth in Section 2.05.4. Erosion will be controlled on the newly seeded area through the <br />use of mulch and a drainage and sediment control plan until vegetation has been <br />sufficiently established. The lands will also be protected from noxious weeds or other <br />biological processes such as animal grazing until the stands are sufficiently established to <br />support projected use. <br />The proposed land use as undeveloped lands and limited residential use for the reclaimed <br />area is identical to the pre- mining land use found in the area. No change in land use is <br />• expected in the proposed land use categories. Therefore, the proposed land use will be <br />consistent with the historic land use on lands within the current permit area. <br />The consideration of undeveloped lands with some wildlife habitat and limited residential <br />use as the post- mining land use is identical to the discussion in Section 2.04.3. The <br />limitations on changing to an alternative land use are fully discussed in that Section. <br />Likewise, concurrence with the surface owner of the lands to be affected by the surface <br />facilities is provided by a letter from Mr. Gregory Hoyl of Anchor Coal Company, dated <br />October 28, 1981, located in Exhibit 12. <br />The office building was used for residential use prior to the mining activities. The office <br />building has become run down during the ensuing years so it will be razed following mining <br />activities. However the area can still be considered limited residential use.
