allow flow down the drainage and into ditch D49? <br />NECC: Please see new D49 Typical section on Map 14. A 10' wide by 4' high berm (minimum) will be constructed <br />between D49 and the DWDA diversion ditch. At the beginning of D49 there is a 6' berm, plated with riprap <br />which will provide adequate protection to keep the diversion ditch within its channel bank. <br />Division: It does not appear that Map 14 contains a typical section for D49 as stated in the NECC response. There is a <br />cross section for D31, but it is not stated that this is also representative of the section for D49. Regardless, a <br />section does not provide the detail needed to illustrate the design of the upper end of this ditch; this design must <br />direct flow away from the proposed DWDA. Furthermore, the berms that are described should be shown on Map <br />14. <br />8. During the Division's May 1, 2012 inspection, it was observed that access roads may be needed to perform <br />maintenance on ditch D49 and ditches along the western end of the proposed West DWDA. Please add access <br />roads or provide an explanation as to why roads will not be needed to perform maintenance on these ditches. <br />NECC: A light use road has been added to provide access to the westem end of the DWDA, please see revised Map <br />12. <br />Division: It is not clear that the roads shown on Map 12 provide access to ditch D49 and ditches along the western <br />end of the proposed West DWDA. <br />9. The proposed roads on Map 14 in TR -65 require clarification. In particular, the roads needed to build the <br />proposed DWDA and the Soil Storage Stockpile may have to be altered from the submitted map. It is unclear <br />how these features will be constructed. <br />NECC: The road up to the fan will be changed to a haul road designation to allow for better access to the DWDA for <br />construction. Please see revised Map 12. In addition, a light use road will be added between the soil stockpile and <br />containment area no. 2 in order to provide access to the western end of the DWDA. Two access roads will be used <br />to build the subsoil piles. <br />Division: Response is sufficient. <br />10. Please connect ditch D28 to ditch D31 or explain why ditch D28 flows to Containment #1, where it is co- <br />mingled with runoff from disturbed areas. Perhaps ditch D28 should be connected to ditch D34b. <br />NECC: The flow path of D28 prior to the submittal of TR -65 was for the runoff to be passed through containment <br />area No. 1 and therefore, the flow path was left unchanged. However, a culvert directing flow to D31 is a logical <br />point of discharge to the river of the undisturbed runoff. Therefore, please see new culvert 23 location on Map 14. <br />The flow used to size the culvert is based on the peak flow of D28 which is 18.27 cfs, therefore, a 30" culvert will <br />be required as previously specified. <br />Culvert 23 was previously used under the access road to the soil stockpile area. Since the configuration has <br />changed, C23 is no longer needed so the culvert name will be re -used for the purposes described above. <br />Division: Response is sufficient. <br />3 <br />
