Jill Carlson of CGS
was present during the inspection. No representative of Seneca Coal Company was present during the inspection.
Weather conditions were clear and dry;ground conditions were very dry. The past winter and spring were
extremely dry, with precipitation for the current water year just 63% of normal in the Yampa River basin.
The purpose of the inspection was to evaluate the areas of instability at the site to determine if remediation efforts
were sufficient to stabilize the areas or whether additional remediation work may be warranted. Overall, the areas
are currently stable, but will need to be observed under normal seasonal conditions to determine the success of the
remediation efforts.
HYDROLOGIC BALANCE -Rule 4.05❑❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
Ponds 012 and 013 held water; Pond 012 was discharging. The main underdrain into Pond 012 exhibited
very low flow;the north underdrain was not flowing. ST-1 was dry.
SLIDES and DAMAGE -Rule 4.12:
Tension cracks were observed along the scarp of the Pond 013 slide, varying from 10-20' back from the
scarp. Cracks were also visible between the cluster of wells above the slide. A long tension crack extends along
the entire face of the regraded scarp, parallel to the scarp. The tension cracks were approximately 1-2 inches
across; depth could not be determined.
The regraded Pond 012 slide area was stable, with minor shedding of fine grained material on the slope face.
There were two defined rills down the slope face, each less than 1' deep. The slope face will not be seeded this
fall and topsoil will not be redistributed in this area. Topsoil replacement and seeding will be completed next year,
Number of Partial Inspection this Fiscal Year: 14
Number of Complete Inspections this Fiscal Year: 4
Page 2 of 3
