>/ J
DEPARTMENT OF NATURAL RESOURCES L..
DIVISION OF WATER RESOURCES
Response to Permit Release Request Consideration
DATE: June 25, 2012
TO: i /om S. Kaldenbach, Environmental Protection Specialist
CC: Division 1 Office, District 5 Water Commissioner
FROM: Sarah Brucker, P.E.
RE: Camenish Borrow, File No. M- 2006 -078
Operator: Flatiron Constructors, Inc., (303) 485 4050
Sec. 15, Twp. 2 North, Rng. 68 West, 6th P.M., Weld County
p*L1
Of of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
John W. Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
COMMENTS: The applicant has submitted a request for full reclamation responsibility release for the Camenish
Borrow Pit. Well permit no. 65445 -F was issued for the Camenish Borrow pit in accordance with a substitute
water supply plan approved on March 6, 2007, to expose a maximum of 1.5 acres of ground water. The pit has
been reclaimed to the Camenish Reservoir. The reservoir was lined with a clay liner and the liner was approved
by the Division Engineer on August 16, 2011. Therefore, no ongoing depletions from exposure of ground water
will occur at the site. However, based on the modeling provided with the 2007 SWSP request, lagged
depletions from past operations at the site continue to impact South Vrain Creek. The site is not currently
included in either a substitute water supply plan or decreed plan for augmentation to replace these lagged
depletions. Therefore, this office objects to the requested full reclamation responsibility release for the
Camenish Borrow Pit.
RECEIVED
JUN 2 5 2012
Division of Reclamation,
Mining & Safety
