3 . Section 1 . 3, Perceived Concerns, could be amended to include <br /> the potential improper disposal of fluids other than waste oil and <br /> PCBs, including industrial solvents. Anonymous reports to the <br /> Division have not specified the location or number of drums <br /> allegedly buried at one of the waste disposal facilities. The <br /> scope of this undocumented concern should be broadened to include <br /> all three waste disposal facilities (Sutey, Old Refuse and Rock <br /> Tunnel Waste Dump) . <br /> 4. Section 2.0, Field Reconnaissance, and Task 3, both discuss <br /> sampling of the Sutey Pile. As discussed in comment 3. above, the <br /> scope of sampling and investigation as it relates to waste disposal <br /> facilities should be broadened to include all three facilities. <br /> Figure 1 should be amended accordingly. <br /> 5. Section 2.0, Task 3 , should include a discussion of the <br /> various sampling techniques to be utilized in the data collection <br /> phase. For example, methods of drilling, depth of drilling (ie: <br /> depth below water table) and sub-surface sample collection as well <br /> as surface water sample and discharge data collection techniques <br /> should be included. Use of an EPA certified laboratory to conduct <br /> sample analysis should be included. <br /> 6. Section 2.0, Task 3 , Resources has invited Minerals and <br /> Geology to the site tour scheduled for May 13 , 1996. The <br /> Department of Public Health and the Environment should be invited <br /> to attend as well, in order that the State agencies involved with <br /> Coal Basin have the opportunity to participate in the process. <br /> 7. Section 3.0, Reporting, potential environmental impacts should <br /> include a discussion of regulatory requirements and <br /> responsibilities as they pertain to areas of contamination, if any. <br /> 8. Table 1. Monitoring wells and springs or seeps which may exist <br /> at the Old Refuse Pile and at the Rock Tunnel Waste Disposal Dump <br /> should also be included in ground- and surface-water sampling, as <br /> discussed above.
