Steven Renner <br /> Division of Minerals and Geology <br /> 2148 Broadway, #C-5 <br /> Grand junction, Colorado 81503 <br /> RE : WQCD review of February 29, 1996 Environmental Assessment Work <br /> Plan, Coal Basin site <br /> Dear Steve , <br /> At the request of the Division of Minerals and Geology, the Water <br /> Quality Control Division (WQCD) has reviewed the Environmental Site <br /> Assessment Work Plan prepared by Harlan and Associates for the Coal <br /> Basin Mines surface facilities areas . This review is based on <br /> extensive past experience with the mine operation, but relatively <br /> little knowledge of recent conditions or of reclamation which has <br /> taken place up to this time . <br /> Most of the WQCD' s concerns have been touched on in review letters <br /> written by yourself and Walter Avramenko of the Hazardous <br /> Materials and Waste Management Division, but will be elaborated <br /> upon here . <br /> The existing monitoring well GS-1 may be insufficient to fully <br /> characterize ground water impacts from the Sutey waste pile; one or <br /> two additional wells near the south and southeast edges of the pile <br /> should accomplish this . <br /> We also agree that the "Old" refuse pile and the Rock Tunnel waste <br /> pile should be thoroughly investigated in the initial Site <br /> Assessment . Both structures were in use during later phases of the <br /> mine ' s operation, and the Rock Tunnel pile was the site of at least <br /> limited landfilling operations, therefore both- should be considered <br /> potential sources of contamination. Springs and seeps in both <br /> structures should be inventoried and sampled (along with existing <br /> monitoring wells ) for VOC ' s , PCBs , metals , and inorganics . If the <br /> Rock Tunnel pile is equipped with an underdrain it , too , should be <br /> included in the sampling plan. <br /> ®Printed on Recycled Paper <br />
