Excavation of a portion of the facilities area, <br /> probably including the general location of the old Morrison Knudsen <br /> shop, will occur if the diversion of Dutch Creek is accomplished. <br /> The Division believes that it would be to the benefit of the <br /> bankrupt estate, potential buyers of the property and to the State <br /> to more fully understand the subsurface conditions in the vicinity <br /> of the proposed stream channel relocation project. The spring and <br /> seeps along Coal Creek should provide an indicator of the general <br /> subsurface conditions of the area. However, information specific <br /> to the area of proposed excavation would be most useful in helping <br /> to determine the feasibility of proceeding with the diversion <br /> proposal. To this end, we believe that at least two monitoring <br /> wells within the facilities area should be completed to below the <br /> ground water surface at base flow. One well should be situated <br /> north of the Morrison Knudsen shop, with a second well completed <br /> one hundred to one hundred and fifty feet to the south of the shop. <br /> A third well could be established to the east of the shop to act as <br /> a control point. <br /> These wells should be sampled for VOC's, PCBs, metals and <br /> inorganics. <br /> Thank you for your consideration of this matter.
