Renner <br /> Department of Natural Resources <br /> Division of Minerals and Geology <br /> 2148 Broadway, #C-5 <br /> Grand Junction, CO 81503 <br /> Re: Coal Basin Environmental Site Assessment <br /> Pitkin County <br /> Dear Mr. Renner: <br /> The Hazardous Materials and Waste Management Division (the Division) has received your <br /> January 6, 1997 request for our comments regarding the findings of the site investigation <br /> performed at the above referenced site contained within the final report issued by Harlan and <br /> Associates, Inc. on August 2, 1996. The August 2, 1996 report was reviewed by both the <br /> Hazardous Waste Cleanup and Permitting Unit and the Solid Waste Unit of the Division's <br /> Compliance Program. Our comments and recommendations are as follows: <br /> 1) Significant concentrations of hydrocarbon contaminated soils were identified at several <br /> locations in the Coal Basin property Main Yard, including the former underground storage <br /> tanks adjacent to the Truck Shop, east of the former Truck Shop, on the bench south of <br /> the Coal Hoppers, and in the Maintenance Yard. These areas of contamination need to <br /> be remediated since they contain TPH concentrations in excess of standards (remedial <br /> action category I: 20 ppm BETX, 100 ppm TPH) established by another State agency, but <br /> which are also utilized by the Division. Options include excavation and off-site disposal, <br /> or excavation and on-site treatment. If the on-site treatment remediation is selected, a <br /> comprehensive remediation plan must be submitted to the Division's Solid Waste Unit for <br /> review and approval. With regard to the off-site disposal option, the hydrocarbon <br /> contaminated soils may be delivered to any permitted solid waste disposal facility that <br /> chooses to accept this material, whether its CSI in the Denver area or one of the local <br /> landfills in either Pitkin or Eagle counties. <br /> 2) The report states that "both surface-water and ground-water quality throughout the area <br /> is good". This conclusion is based on a limited number of samples collected from very <br /> specific areas. Without fully understanding the hydrology of the site, it is impossible to <br /> say whether the water discharging from Seeps 1 through 3 and Seep 4 are representative <br />
