Soil front the Coal Basin Mine
The purpose of:this memorandum is to address specif=UY those localized areas within the Main
Yard at the Coal Basin Mine where the surface soils are stained (contaminated) by pettoleuna .
hydrocarbons. It is our understanding that the residual hydrocarbon oontamiaaiioa in the areas
of the former underground storage tanks adjacent to the former maintenance building will be
addresses separately.
W-Rhin the Main Yazd area, there are a number of localized areas in which the surface soils have
been contaminated by petroleum hydrocarbons as the result of droning equipment, Possible
indiscriminate dumping of used oils and other petroleum hydrocarbons on the gnvund by the
salvage contra=, and leakage from a tank which was sitting on the ground stiuface (Tank 11).
It is noted that the majority of the contaminated Soil is aasodated with this leaking tuck. A
representative number of these stained areas have been suppled prm mdy by Harlan &
Associates, Inc. and the soil samples submitted for laltoratary analysis for poles
biphenyls (PCBs), total extractable petroleum bye (I'EPH}, oil &Sma (O&G), and
b=zene, toluene, ethylbeazene and total xylenes {HTF.X). The labcMory results contflrm
concentrations of the total petroleum hydrocarbons significantly above the Star of Colorado's
Remedial Action Criteria for C au gmies I, H, and M,-Category III big the Icast rafticdve
level.
As such, our recommendation is that the affected soils within the Main Yard be excavated and
disposed of off-site at an industrial landfill facility Hemmed to receive petroleum hydrocarbon
contaminated soils at the concentrations observed.
- In this regard, the affected soil in each of the ytbats�ttu �red soil, because of the
temporarily stockpiled on site. It is recanuttatded
observed total petroleum hydrocarbon contents, be covered with viscr=e_ If it ras 60 on site
for more than a few days.
