The <br /> Division would like to take this opportunity to discuss your <br /> concerns, and recommend courses of action which our agencies could <br /> follow to resolve potential problems at Coal Basin in a coordinated <br /> manner. <br /> As you may recall, Mid-Continent Resources (Resources) liquidation <br /> plan contains an account dedicated to resolution of environmental <br /> considerations other than reclamation issues. Department of Public <br /> Health and Environment has standing to request that environmental <br /> funds be used to address its concerns. We recommend that Public <br /> Health and Environment contact Resources directly to express its <br /> concerns and to pursue appropriate resolution. If meetings between <br /> your agency and Resources are held, we would like the opportunity <br /> to attend. Further, it would be helpful if you would copy the <br /> Division on any correspondence between Public Health and <br /> Environment and Resources. This will promote interagency <br /> coordination at this site. <br /> Regarding your first comment, it is my understanding that Resources <br /> consultant has recommended that the contaminated soils be excavated <br /> and disposed of at an off-site location. I am unaware of a <br /> commitment made on behalf of Resources to follow this recommended <br /> course of action. As reclamation of the areas which contain the <br /> contaminated soils is tentatively scheduled to occur in 1998, we <br /> would recommend that any remediation be accomplished during the <br /> summer of 1997. <br /> Should Public Health and Environment determine that drill holes or <br /> other means of obtaining subsurface samples are necessary, Minerals <br />
