for compliance with the requirements of Mid-Continent's permit for solid waste disposal, air quality, <br /> management of area drainages, storm runoff, and erosion control. <br /> Recommendations <br /> The Forest Service should be responsible for ensuring that the water quality of adjacent streams is <br /> protected (Section 505, Clean Water Act) and should actively support the convening of the task force <br /> described above. <br /> In addition, effectiveness monitoring, including photo points, should be required of Mid-Continent to <br /> test the adequacy of road standards and revegetation efforts.An annual report submitted to the Forest <br /> Service, should be included. <br /> CONCLUSION <br /> Immediate action is needed to improve water quality on National Forest System lands in Coal Basin. The <br /> Forest Service should proactively administer permits held by Mid-Continent for activities on these lands. <br /> Improvement in road drainage and reclamation of disturbed sites should be the primary areas of focus.With <br /> the coordination of the state and federal agencies involved and the cooperation of Mid-Continent, the <br /> problems described above can be resolved. <br />
