Forest Service <br /> 620 Main Street <br /> Carbondale, CO 81623 <br /> Re: Coal Basin Land Planning <br /> Dear Kevin: <br /> We have been giving a good deal of thought to developing <br /> a plan for disposition and future use of the approximate 6,000 <br /> acres of land located in Coal Basin, and above the escarpment <br /> surrounding Coal Basin. We would like to arrange a meeting with <br /> you, Mr. LaSalle and Mr. Spencer to discuss in conceptual terms the <br /> following plan_ I am hopeful this will meet some of the concerns <br /> that you expressed the last time this matter was discussed. <br /> The Plan would be as follows: <br /> 1. Land Exchange. The approximate 6,000 acres of fee <br /> land without surface disturbance extending from Placita around the <br /> rim of Coal Basin to Porcupine Creek and Dexter Park would be <br /> proposed for exchange to the U. S. Forest Service in return for <br /> Forest Service lands under consideration for disposition. (We have <br /> been discussing this with Mr. Tom Glass and Mr. Adam Poe of Western <br /> Land Group, Inc. and anticipate that they would be the active <br /> proponents of the exchange. ) The proceeds, as part of the <br /> Bankruptcy Plan in the United States Bankruptcy Court at Denver <br /> would be allocated, to the extent needed, to provide funds for <br /> reclamation of disturbed areas in accordance with the approved Plan <br /> on file with the Division of Minerals and Geology, State of <br /> Colorado and the Office of Surface Mining, as well as the Forest <br /> Service. <br /> The other fee lands, primarily those below the <br /> escarpment, and requiring reclamation would be excluded from the <br /> exchange. <br />
