Forest <br /> Lana Exchange <br /> Dear Mr. Long: <br /> As I mentioned to you in the meeting last. week, the land <br /> exchangs program with the U. S. -Forest Service whereby most of the <br /> Coal Basin fee Land will become part of the. Forest is progreaaing. <br /> Adam Poe of Western Land Group. has obtained four land exchange <br /> contracts and has others pending which, if completed, will result <br /> in the sale of ,most of the 5,800 acres proposed for exchange. If <br /> these transactions are to proceed, it is necessary that either the <br /> disturbed lands in the exchange area be reclaimed, or provision be <br /> made to assure reclamation within a time "and in a manner acceptable <br /> to the United States. <br /> Anticipating this problem, meetings were held at the <br /> Carb4Maal,e U. S. Forest office, presided over by Mr. Kevin Riordan <br /> and attended by Mr. Steve Renner and Ms. Charyl Linden_ After <br /> extensive discussion, it was agreed by Mr. Renner, with tacit <br /> concurrence of Me. Linden., that. Mr. Renner would prepare and <br /> deliver by Thanksgiving a prioritized reclamation schedule. It was <br /> anticipated that upon receipt of this schedule, negotiation would <br /> proceed looping to a unified approach that would bring about <br /> reclamation in a satisfactory manner, utilizing f=da derived from <br /> sail of the exchanged lands. <br /> on November 11, 1994 Z wrote you, Mr_ Veto LaSalle and <br /> Mr- Mark fuller requesting that meetings be conducted by <br /> appropriate representatives- and affected parties to attempt to <br /> resolve issues concerning future land use, and reclamation <br /> planning. You did not respond to that .latter, and Mr. Renner has <br /> not provided the schedule promised. I understand he indicated he <br /> had prepared such a schedule, but on instruotions of 1egs1 counsel <br />
