Sec . 75 . 1711- 2 . <br /> "Slope or drift openings required to be sealed <br /> under 75 .1711 shall be sealed with solid , sub- <br /> stantial , incombustible materials , such as con- <br /> crete blocks , bricks or tile , or shall be com- <br /> pletely filled with incombustible materials for a <br /> distance of at least 25 ' into such openings . " <br /> When the portals have been sealed , the portal <br /> areas will be graded for useable soil , and the concrete <br /> buildings and foundations will be broken up and pushed <br /> against the mine entry face-up at portals 1 , 2 and 3 . The <br /> maximum area will remain open, and buildings will remain , <br /> at portals No . 4 and 5 for postmining land use . Portal <br /> areas will then be scarified and regraded , with water bars , <br /> water conveyance systems and temporary sediment ponds re- <br /> moved (after sediment requirements have been met) . * <br /> The sequence will be as follows : <br /> 1 . Removal of structures <br /> 2 . Sealing of portals <br /> 3 . Rough grading <br /> 4 . Smooth grading <br /> 5 . Scarifying <br /> The tunnel area will be reclaimed during the <br /> second season with procedures virtually the same as employed <br /> at the portal areas . Coal handling structures will be <br /> removed . Concrete foundations will be broken and used for <br /> sealing the portals ( in accordance with 'OSHA regulations , <br /> Sec . 75 . 1711-2 ) and placed against the portal face-up cut to <br /> serve as a foundation for backfilling . <br /> *See next page (23 . 1) for further explanation of mine portal <br /> reclamation . <br />
