Grading will be done with bulldozers , scrapers
and , if necessary , front end loaders . Grading will be done
along the contour and in a manner that will uniformly compact
the f ill .
Soil tests indicate that "B" and "C" Horizon
materials are available in the portal areas . The "B" and
"C" Horizon materials will be salvaged and used as fill , in
conjunction with suitable soil amendments .*
When the fill is in place, the material will be
scarified with a dozer ripper in order to minimize topsoil/
spoil interface slippage planes . All backfilling and grading
will be done under the direction of the environmental coordi-
nator or an engineer .
When the tunnel project is completed , portals and
portal areas will continue in use as the surface facilities
for ventilation and escape . Power centers , fans , conveyor
belts , coal bins , trips , hoists and lamphouses will remain
for the ventilation/ escapeway use, in compliance with MSHA
requirements for air flow, - rock dusting and escapeways .
The non-essential coal production and handling
facilities , including equipment and materials stored in the
yard areas , will be ✓ removed .
The portals themselves will remain open, and the
upper slopes inside the portals will be graded periodically
to maintain height clearance for safe exit from the mine .
