Grading will be done with bulldozers , scrapers <br /> and , if necessary , front end loaders . Grading will be done <br /> along the contour and in a manner that will uniformly compact <br /> the f ill . <br /> Soil tests indicate that "B" and "C" Horizon <br /> materials are available in the portal areas . The "B" and <br /> "C" Horizon materials will be salvaged and used as fill , in <br /> conjunction with suitable soil amendments .* <br /> When the fill is in place, the material will be <br /> scarified with a dozer ripper in order to minimize topsoil/ <br /> spoil interface slippage planes . All backfilling and grading <br /> will be done under the direction of the environmental coordi- <br /> nator or an engineer . <br /> When the tunnel project is completed , portals and <br /> portal areas will continue in use as the surface facilities <br /> for ventilation and escape . Power centers , fans , conveyor <br /> belts , coal bins , trips , hoists and lamphouses will remain <br /> for the ventilation/ escapeway use, in compliance with MSHA <br /> requirements for air flow, - rock dusting and escapeways . <br /> The non-essential coal production and handling <br /> facilities , including equipment and materials stored in the <br /> yard areas , will be â removed . <br /> The portals themselves will remain open, and the <br /> upper slopes inside the portals will be graded periodically <br /> to maintain height clearance for safe exit from the mine . <br /> *See explanation on next page ( 21 . 1) <br /> âĒj/ .. t <br />
