RE: Draft Geotec cal F" dings for the Coal Basin Mines
Pursuant to your request, I have reviewed the supplemental submittals and
permit amendments submitted by Mid-Continent Resources, Inc. , for the Coal
Basin mines. I forward the attached draft geotechnical findings for your
use in preparing the ultimate findings document.
I have detected one potential remaining deficiency regarding the sealing of
portals. The applicant needs to discuss whether or not water will collect
within the mines and possibly affect the proposed portal seals. I doubt
that this will be a problem in the case of the actual mine portals, however,
the rock tunnel and some fan entries may be problematic. I have drafted a
proposed finding for Section XXII in the attached geotechnical findings.
However, I have assumed that no hydrology problem will be encountered. I
recommend you discuss this topic at length with Dave Craig upon his return,
since he has reviewed the hydrologic portions of the permit application.
