Jim Herron -4- March 17, 1982 <br /> The proposed rock tunnel at the mine will be constructed into the Mancos Shale <br /> Formation and proceed up the strati graphic column until it intersects the Dutch <br /> Creek coal seam. Throughout this distance, the tunnel will cross the Cozzette, <br /> Rollins, and Middle sandstones, all potential aquifers. As a result, the waters <br /> of these aquifers may mix within the tunnel. This may cause localized water <br /> quality degradation. Because of this, it is important that, upon final reclamation, <br /> these aquifers be sealed off such that no further mixing would occur. Therefore, <br /> the following stipulation is added to the permit: <br /> WITHIN ONE YEAR OF PERMIT ISSUANCE, THE APPLICANT SHALL SUBMIT <br /> AN ACCEPTABLE PLAN TO, UPON FINAL RECLAMATION, SEAL OFF THE <br /> PORTIONS OF THE ROCK TUNNEL THAT CROSS THE COZZETTE, ROLLINS, <br /> AND MIDDLE SANDSTONES, TO PREVENT FUTURE MIXING OF WATERS IN <br /> THESE AQUIFERS. <br /> In addition, the surface seal of the tunnel must be adequate to Prevent the leakage <br /> of ground water onto the surface. Therefore, the following stipulation is added <br /> to the permit: <br /> WITHIN ONE YEAR OF PERMIT ISSUANCE, THE APPLICANT SHALL SUBMIT <br /> AN ACCEPTABLE PLAN TO, UPON FINAL RECLAMATION, PREVENT GROUND <br /> WATER FROM FLOWING FROM THE ROCK TUNNEL ONTO THE SURFACE. <br /> Ground Water Monitoring <br /> Ground water _quality and water levels are measured in the 4 alluvial wells shown <br /> on Map IV-C-1 of the permit application. Water levels in these wells are measured <br /> monthly and the water is sampled quarterly. Ground water quality data collected <br /> from these wells are presented in Appendix III-E-2, Figure III-E-2, and Table <br /> III-E-1 of the permit application. Presently, there are no monitoring wells <br /> located downgradient of the coal processing waste disposal area. Because of the <br /> slight potential for water quality degradation, the following stipulation is <br /> necessary: <br /> WITHIN 90 DAYS OF PEP21IT ISSUANCE, THE APPLICANT SHALL SUBMIT AN <br /> ACCEPTABLE PLAN TO INSTALL A GROUND WATER MONITORING WELL IN THE <br /> ALLUVIAL AQUIFER OF COAL CREEK, DOWNGRADIENT OF THE COAL PROCESSING <br /> WASTE DISPOSAL AREA. <br /> in addition, the Division has reviewed the ground water monitoring program proposed <br /> by the applicant. Every effort was made to tailor the requirements of the moni- <br /> toring towards the probable hydrologic consequences discussed previously. At <br /> this time, no bedrock ground water monitoring is required because the anticipated <br /> insignificant impacts do not warrant the cost of drilling to such great depths <br /> (2000-3000 feet) . Therefore, the applicant shall monitor _ground water according <br /> to the requirements set forth in the following stipulation: <br /> THE APPLICANT SHALL MONITOR GROUND WATER IN ALL OBSERVATION WELLS <br /> SHOWN ON MAP IV-C-1, AND THE WELL REQUIRED IN THE PREVIOUS STIPU- <br /> LATION, IN THE FOLLOWING MANNER: <br />
