Upon recalculation of reclamation costs, the Division <br /> has determined a cost of $1,970,148.00, as compared to $972,940.00, determined <br /> by the applicant. This discrepancy is mainly due to the following factcrs: <br /> 1. No backfilling and grading costs for returning the portal benches to <br /> approximate original contour were submitted. The Division used cross-sections <br /> derived from maps in the application to determine these costs. <br /> 2. The applicant did not include any costs for downgrading the haul roads to <br /> access roads. The Division's estimate includes these costs. <br /> 3. The applicant left out certain essential parts of the reclamation process <br /> when calculating the cost estimate. These were: <br /> a. Topsoil the rock tunnel area and the coal processing waste embankment. <br /> b. Reclamation of the sediment control system. <br /> The attached cost estimate was based on information presented in the application. <br /> Where adequate information could not be found, the Division made certain <br /> assumptions. The abbreviations, in parentheses, used in this cost estimate, <br /> refer to the following: <br /> 1. BB - 1981 Rental Rate Bluebook for Construction Equipment <br /> 2. CH - Caterpillar Performance Handbook, edition 11. <br /> The applicant did not include any backfilling costs for the portal areas. The <br /> Division developed the attached cross-sections from the sediment control maps <br /> II-B-App.7-Att.1, Exhibits 1, 3-1, and 4-1. These were used to calculate material <br /> balances. Mid-Continent will be required to revise the backfilling cost estimate <br /> once specific plans for backfilling are available. <br /> Mine No. 1 <br /> There are two areas at Aline No. 1 which must be backfilled; the portal bench area, <br /> and the storage bench south of the portal bench. At the portal bench, approximately <br /> 2.38 acres must be backfilled to an average depth of 7 feet.
