J
OF Cp0 DEPARTMENT OF NATURAL RESOURCES
Q x7L 9O D Monte Pascoe,Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C.SHELTON Director
1876
Richard D Lamm
Governor
April 14, 1983 `
Mr. Bennett Young
Office of Surface Mining
Western Technical Center
1020 15th Street
Denver, Colorado 80202
RE: Coal Basin Mines
FILE: No. C-017-81
Dear Mr. Young:
Enclosed is a copy of the Mined Land Reclamation Division' s final
decision document for the Coal Basin Mines.
Please note that Stipulations Nos. 1 and 10 from the last draft document
have been deleted. Both stipulations have been satisfied by
Mid-Continent.
The Division has responded to Mr. Glen Tiedt' s comments in the findings
document. First, the retention of the concrete lined channel is being
approved by the Division as necessary to control erosion as allowed by
State Rule 4.05.4(2) (a) and Federal Rule 817.44(b) (1 ) .
Second, the worst case secnario for the effects of mine discharge is
based on average flow conditions. This is the worst case condition.
During low flow periods, the baseline total dissolved solids (TDS)
content of Coal Creek is higher than during average flow conditions.
This is characteristic of any stream because the base flow component has
a higher TDS content than surface runoff.
Third, the Division made an attempt to quantify the amount of sediment
contributed by the road system. Because of the complex hydrologic system
found in Coal Basin, standard stream monitoring will not give an accurate
estimate of the sediment yields. Mid-Continent is currently sampling
runoff water at the exit points from culverts to determine the sediment
yields from the roads. In addition, Mid-Continent is currently and has
in the past employed standard sediment control techniques on the road
system such as gravelling the surface, maintaining ditches and culverts,
etc. The Division eliminated the attempt to quantify sediment from the
roads because that approach was felt to be inappropriate.
423 Centennial Ruildinq, 11113 Sherman Street Denver, Colorado 89203 TPI (303) 866-3567
