The
Assistant Secretary for Land and Minerals Management approved the mining
plan, as modified, and it became effective on October 17, 1986. The
Office of Surface Mining Reclamation and Enforcement (OSMRE) has accepted
the bond in the amount of $2,555,875.00 payable to both the State of
Colorado and the United States of America. The mining plan approval
document contained herein supersedes the previously approved mining plan
for the Coal Basin Mine. Please read the mining plan approval document
to be sure that you understand the requirements and conditions.
In conjunction with OSMRE's processing of this mining plan modification,
OSMRE also reviewed the previously approved mining plan and the Federal
permit number CO-0011 issued on July 29, 1983, for Coal Basin Mine. All
terms and conditions of the previously issued Federal permit are covered
by the Colorado permit number C-017-81 and the mining plan approval
document. Because the Secretary of the Interior and the State of
Colorado have entered into a cooperative agreement which provides for the
delegation to the State of the permitting responsibilities for operations
on Federal lands pursuant to Section 523 of SMCRA, the previously issued
Federal permit was dissolved upon approval of this mining plan
modification.
Enclosed is a copy of the newspaper notice we sent to the Glenwood Post,
Garfield County, Colorado. When published, the newspaper notice
constitutes official notification of the action. If you have any
questions, please feel free to call either me or Meg Estep-Johnston at
(303) 844-2451.
Sincerely,
Melvin L.
