The applications are well organized, thorough and complete. The methods <br />used to collect and analyze the data were consistent with the approved methods outlined in <br />each permit and with the Regulations of the Colorado Mined Land Reclamation Board. The <br />bond release areas have met the cover performance standard set by the reference areas. <br />The most recent version of the applications submitted by Seneca Coal Company (SCC) <br />proposes an alternative method for determining the mean cover value for the mountain <br />brush reference area (MBRA).
