Thanks for writing this up. <br />Janet <br />From: Bowles, Brock <br />Sent: Friday, June 22, 2012 2:29 PM <br />To: Binns, Janet <br />Subject: Please Proofread <br />Janet, Here is my letter to Jason regarding the Seneca II bond release application. <br />Brock <br />Jason, <br />I have finished my review of the Phase II Bond Release Request SL -5 for the Seneca II Mine <br />(C -1980 -005) and the Phase II Bond Release Request SL -1 for the Peabody Sage Creek Mine <br />(C- 2009 -087). The applications are well organized, thorough and complete. The methods <br />used to collect and analyze the data were consistent with the approved methods outlined in <br />each permit and with the Regulations of the Colorado Mined Land Reclamation Board. The <br />bond release areas have met the cover performance standard set by the reference areas. <br />The most recent version of the applications submitted by Seneca Coal Company (SCC) <br />proposes an alternative method for determining the mean cover value for the mountain <br />brush reference area (MBRA). The reason for this alternative method is because the <br />vegetation variability in the MBRA is very high making sample adequacy difficult to achieve <br />during sampling. SCC proposes that the mean cover value will be the upper limit of the <br />90% confidence interval of the mean calculated after 15 samples. The mean cover value of <br />the MBRA will then be multiplied by two and used in determining the weighted average for <br />the success standard as outlined in the permits. <br />1 <br />
