- 5 - <br /> associated facilities need to be developed and submitted for <br /> inclusion in the permit. Roads and facilities which have no <br /> further useful purpose should be reclaimed. <br /> Examples include the following: <br /> - The light use road from Mine 4 over the top of Huntsman Ridge to <br /> the subsidence monitoring monuments . <br /> - The Hine 1 , South Portal road. <br /> - The road which accesses the BAT ponds below mine 1 . <br /> - Pilot roads above cut or below fill which contribute to erosion <br /> associated with Roads C and D. <br /> - "Short cut" road between Mine 2 bin pad and Mine 3, and connected <br /> road which accesses an air vent above the Mine 3 bench. <br /> - Road to the upper fan portal from Mine 1 . <br /> - Road from Mine 5 to fan portal adjacent to the AML strip pit <br /> reclamation project. <br /> All such roads and the facilities they access should be completely <br /> reclaimed if they are no longer needed . If still needed for <br /> occasional access , such roads need to be stabilized by construction <br /> of waterbars and dips and revegetation of eroding cuts and fills . <br /> In most cases , given the nature of the roads and their infrequent <br /> use , the road surfaces should be ripped and seeded to provide <br /> additional sediment control . <br /> Problem: General state of disrepair and improper management of non coal <br /> waste at oortal sites (see NOV C-91-022 and NOV C-91-023) <br /> General cleanup and maintenance , along with demolition or repair of <br /> dilapidated structures is needed at the various portal sites . <br /> Specific plans and timetables addressing waste management and <br /> general site maintenance should be incorporated into the permit. <br /> Problem: <br /> Sedimentation from mine bench downslopes <br /> Contributing factors : <br /> - Long, steep, unvegetated slopes <br /> - Avalanche chutes <br /> - Snow removal - material pushed over downslopes <br /> - Limited availability of suitable sites for sediment pond <br /> construction <br /> The current operations and reclamation plan for the portal bench <br /> downslopes calls for no grading , revegetation or other <br /> stabilization measures to be applied prior to final reclamation. <br /> Unless final reclamation is to be implemented within the next year, <br /> plans addressing interim stabilization and sediment control for <br /> the portal bench downslopes will need to be included in the permit <br /> revision application . <br /> Mine 4 <br /> See comm—s weeK 1 inspec`ion summary. <br />
