Mr. Douglas S. Murray - 6 - July 15, 1986
3. The Lake Emma Diversion channel should maintain runoff from the probable
maximum snowmelt plus rainfall event, as this is a permanent structure.
Please provide anticipated maximum flows, and calculations showing how
peak flows were derived.
A. Please specify armouring methods to minimize off-site sedimentation
resulting from flow through the Lake Emma Diversion Channel .
4. Please provide calculations illustrating the channel 's flow capacity and
proper sizing to contain the specified maximum storm event.
5. Please discuss methods to minimize off-site disturbances resulting from
the integration of the final constructed channel with the original
channel .
6. Collection of native sedge "sod patches" and/or seed, and a shrub and
legume should be incorporated into the reclamation of Lake Emma and Terry
Tunnel site(s). Please provide "sod patch" densities or seeding rates
and seeding rates for a forb and legume.
7. Soil analyses should be conducted to determine the rates and types of
fertilization required. Please commit to such.
8. Where will the material to cover the Terry Tunnel refuse trenches come
from?
-- 9. A. -please specify Terry Tunnel and American Tunnel pond maintenance
plans and sampling schedules following reclamation.
B. Indefinite mine drainage treatment is not acceptable as final
reclamation. Please devise an alternate reclamation plan. Passive
mine drainage treatment trials may be desirable. Please discuss.
C. If the Terry Tunnel was dry until shortly after the collapse of Lake
Emma and if Lake Emma is to be properly reclaimed then continued flow
from this tunnel should be minimal. Additional work should be done
to determine if these fl ows are surface water and whether sealing
Lake Emma will eliminate flows. The operator should also investigate
channelizing flows through the American tunnel to minimize site
maintenance upon reclamation.
10. Please specify energy dissipation measures to be employed at the pond
outlets/receiving streams "confluence."
11 . Sludge disposal at Tailings Pond #3 should be conducted such that
reclamation may commence as soon as possible. Please devise a plan
enabling this.
12. Please specify the final configuration of the Borrow Area adjacent to
Tailings Pond #3.
