Colorado 81623 <br /> Coal Basin Mines <br /> Permit # i_-81-017 <br /> Annual Oversight Inspection <br /> June 23-26. 1987 <br /> Participants: <br /> Rade H. Orell . Office of Surface Mining, Albuquerque Field Office; <br /> Candice Thompson. Colorado Mined Land Reclamation Division. and Doug <br /> Bowman and Scott Jones, Mid-Continent Resources, Inc . <br /> Introduction: <br /> The inspection commenced at approximately 8: 00 AM on June 23 at the <br /> Coal Basin Mine complex and terminated at approximately 12: 30 PM at <br /> the Carbondale Lead-Out/Office. A Pentax ME camera was used to <br /> photograph areas of interest . The weather was clear and mild. <br /> Ground conditions were predominantly dry with some areas beinq moist <br /> as a result of seeps or springs. The inspection resulted in three <br /> seperate notices of violation being issued by the representative of <br /> the Colorado Mined Land Reclamation Division (the Division) . Each is <br /> explained in greater detail later in this narrative. The inspection <br /> also resulted in the issuance of a ten-day-notice ( TDN) to the <br /> Division. The TDN is also explained in areater detail later in this <br /> report . I provided my authorization to the company representative at <br /> the beginning of the inspection. <br /> Mine Site Evaluation inspection Report Form: <br /> This was a complete oversight inspection. therefore the mine site <br /> evaluation inspection report form has been completed accordingly. <br /> The number 2 is at performance standard cedes D. Sediment Control <br /> Measures; J, Haul /Access Road Desi qn and Maintenance; M. Topsoil <br /> Handling and R, Handling of Acid or Toxic Materials to indicate the <br /> Divsion' s issuance of three notices of violation to Mid-Continent <br /> Resources, Inc . . In addition, the number 2 is at W, Other , to <br /> indicate the ten-day-notice issued to the Division. <br /> The inspection included observations of the various facilities <br /> including the preparation plant area. the central warehouse area, the <br /> coal storage pads, the refuse conveyor , refuse disposal area. topsoil <br />
