V
H
ti
REGION V ON-SITE INSPECTION REPORT
MID-CONTINENT RESOURCES, INC.
COAL BASIN MINES
P.O. Box 158
Carbondale, Colorado 81623
(303) 963-2581
DATE: November 6, 1980
fiTM: 2:00 p.m.
WL THER: Cool and light, overcast
Z-CiUNY AND STATE : Pitkin County, Colorado
Z_6rFr=: Doug Bowman
SM FFICI LS: Jim Dederick and Eileen Doherty
NUMBER: 77-419
MSH NUMBER: 05-02342
GENERAL COMMENTS
This was a follow-up inspection of NOV 80-5-7-23, violation 1 of 1 , issued
September 25, 1980. Both runoff control basins were being used to catch water
truck spillage, and the lower basin had been bentonited. This NOV has been termi-
nated.
An on-site review of the overall hydrologic system took place between
h
Jim Dederick and Mr. Bowman. We took six water samples at some of Mr. Bowman' sst
monitoring locations on Dutch Creek , Coal Creek , and Bear Creek. Monitoring data
from surface water flows, compiled by Mr. Bowman over the years, will be submitted
to OSM for review as part of the permanent program requirements. They were not
available for review at the mine office during this inspection.
No mine water was being pumped due to increased sump capacity in the mine. Water
samples of mine discharge will be taken if pumping commences in the spring.
A large portion of the sediment control plan had been implemented. Two problem
areas were noted during this inspection and verbally related to Mr. Jim Herron,
Colorado MLR Division Inspector, on November 17, 1980. Mr. Herron indicated that
he plans to conduct a complete inspection of this mine in the near future. There
is a temporary filling station for water trucks on Coal Creek in a turnout of the
mine haulroad. Overflow from the station was followed down the road to a culvert
which emptied directly into Coal Creek. Water was pooling at the intake end of
the culvert.
Riprap has been laid at some of the haulroad relief drains. This riprap is marginal ,
and has not been placed in accordance with the mine' s approved runoff control plan.
Sediment picked up by runoff from the roads and from downslopes seemsito be a major
contributor to increased sediment loads in the creeks. The above mentioned items
need immediate attention from the State Regulatory Authority.
l -
L EN M. DOHE TY
RECLAMATION SPECIALIST
