Compliance :✓it.Z C010rado Surface Coal :, ;:g pec'amation :act
CRS 1973, as amended 34-33-101, et+
a.:d C"Ie
Rules and P.ecu?at=on,s Issued pursuant to the .act
"his includes a 1_st?ng of the particular provisions of the +e gul
examined during the course of this inspection, and identifiesenfoacemetcru r tich e
during the inspection for .=allure to comp nt actionsaicen
the perr►i t. ly with the Rules and P,egulat_ons, t::e Act and
:
4.01 General Provisions
` A copy of the permit application was on file at the District Office.
4.02 Signs and Markers
The mine identification sign and topsoil markers were in place.
Perimeter markers should be placed around that portion of the permit area to
be disturbed by surface operations in anticipation of permanent program permit, approval.
This should be done this summer since weather conditions will prohibit placement of the
markers until the summer of 1983 if the operator waits until permit approval.
4.03 Roads
1) Three culverts were observed to be partially filled with sediment. The
culverts to be cleaned are; a) the first culvert below mine no. 1, b) the first culvert
above the rock tunnel, and c) the first culvert above the mine no. 5 switchback.
2) Road drainage ditches were generally clean and functional with the exception
of the mine no. 3 road between the portal and the lower bin.
3) The mine no. 4 road is staying in good shape and requires very limited
maintenance. Only the upper portion was eroded to any extent.
4) The site for the road into the proposed site for a new refuse pile was
walked. No problems were observed with respect to the modification suggested by the
Forest Service. If this road will only be used for exploration purposes and reclaimed
within 1-year, topsoil salvage will be unnecessary. However, if the road will be
under use for a long period, every effect should be made to salvage topsoil .
4.04 Support Facilities
The loadout was inspected. No problems were observed.
4.05 Hydrologic Balance
1) The drainage ditch below the truck dump and behind the bins was not functioning
properly. The ditch must be cleaned so runoff is properly routed.
2) The berm needs to be built up at the truck dump so drainage doesn' t_ flow
over the outslope. In addition, the area may have to be regraded so water drains to its
proper location location to the south.
3) A berm needs to be built upon the mine no. 3 upper bin pad so drainage flows
down the road instead of over the outslope.
4) $tad,'mont- h9F' 71r)1' ) ,,, -•TC'm0?'- : - ;
