Introduction <br />In a letter dated August 8, 2011, the Colorado Division of Reclamation, Mining, and Safety <br />(DRMS) required WFC to develop a soil sampling and analysis plan for Bench 1 subsoil <br />substitute material, soil stockpiles, and undisturbed soils on the Morgan property. A Soil <br />Sampling and Analysis Plan (SAP), was developed by Key Agricultural Services, Inc. (Key -Ag) <br />and WFC, in consultation with the NRCS, OSM, and DRMS, to satisfy the requirements of the <br />Division's letter. The Key -Ag SAP was incorporated into the permit under TR -61 in November <br />2011. <br />In November and December of 2011, WFC and Key -AG personnel conducted the soil sampling, <br />as approved in TR -61. Representatives of OSM, DRMS, and NRCS participated in the project. <br />Some modifications were made in the field; documentation of those changes, by Key -Ag and <br />OSM, were approved with TR -62 in April 2012. Soil samples collected during the execution of <br />the sampling effort were analyzed in the laboratories of Key -Ag, and the results were distributed <br />to all parties. Following the dissemination, Key -Ag recognized that a problem with laboratory <br />equipment had resulted in erroneous values Electrical Conductivity (EC) being reported. The <br />EC was re- analyzed, and the laboratory results reported reflect the corrected data. <br />This attachment was updated with MR -84 to bring all of the soil SAP - related information <br />together and incorporate it into the permit. It now contains the Soil Sampling and Analysis Plan, <br />a description of the sampling project and modifications that were made in the field, and the <br />laboratory analytical results. <br />
