Stormwater Permit Annual Report, Coal Basin Reclamation Construction Projects <br /> 2001 <br /> Permittee: Colorado Division of Minerals and Geology <br /> Facility Name: Coal Basin Mine Reclamation Construction <br /> Mailing Address: 1313 Sherman Street Room 215, Denver Co. 80203 <br /> Permit Cert.No.: COR-040204 <br /> A. The stormwater permit was issued on November 6, 1998 to the Colorado Division of <br /> Minerals and Geology. The permit was renewed on September 21, 2001. The permit was issued <br /> for the purpose of completing reclamation operations at a portion of the now inactive Coal Basin <br /> Mine. The operating permit for the Coal Basin Mine was revoked by the Colorado Mined Land <br /> Reclamation Board in 1992. Minerals and Geology is accomplishing reclamation of the site with <br /> proceeds received via the bankruptcy plan filed by the former permittee. Minerals and Geology <br /> is required by statute to accomplish reclamation of this site. <br /> The majority of reclamation construction within the Stormwater permit area was accomplished in <br /> 1999. Minor reclamation maintenance work was accomplished within the permit area in 2001. <br /> The primary activities within the stormwater permit area during 2001 were weed control, minor <br /> earthwork, grading and revegetation on approximately 1.5 acres of previously disturbed area, <br /> monitoring of past reclamation construction and reclamation maintenance. <br /> The Best Management Practices implemented during the 1999 construction season appeared to <br /> have been successful in containing sediment generated from the reclaimed area. Reclamation <br /> completed, Best Management Practices installed at each construction area, maintenance <br /> accomplished and vegetative cover established is summarized below. <br /> Old Refuse Pile Project Area <br /> Huntsman Project <br /> The Huntsman Project Area was inspected following snow melt. Silt fence and dozer hummocks <br /> were the primary Best Management Practices employed in this area. The dozer hummocks were <br /> very effective in disrupting runoff patterns, and at containing sediment generated from the <br /> Project Area. Due to the effectiveness of the vegetative cover at controlling erosion,the silt <br /> fence was removed from this area. The vegetative cover at the Huntsman Project Area was <br /> visually estimated to exceed 80%. This degree of vegetative cover, which exceeds the overall <br /> pre-reclamation vegetative cover by an estimated 55%, is effectively minimizing erosion at this <br /> location. <br /> 2 <br />
