Mr. Gebauer <br />Page 12 <br />June 19, 2012 <br />6.3.3 Exhibit C — Mining Plan <br />1. The Applicant has stated the topsoil stockpile will be stabilized through the establishment of <br />vegetation. Please specify the seed mix to be used on the topsoil stockpile and specify the <br />quantity of each grass species as pounds of pure live seed per acre. <br />2. The Mining Plan calls for leaving a 25' to 75' buffer between the edge of the pit and <br />Surveyor Creek. The amended area, as depicted on the Location Map, appears to run through <br />the middle of Surveyor Creek. Please clarify if mining will take place in Surveyor Creek or if <br />a buffer will be maintained. <br />3. The Applicant has stated the 10 year, 24 hour storm event for Surveyor Creek would reach <br />between 5' and 6' in height. Please specify the elevation difference between the bottom of <br />the channel and the eastern edge of the proposed pit. <br />4. Stormwater may not be captured out of priority and must be returned back to the natural <br />waterway within 72 hours. In the event Surveyor Creek breaches the pit during a flood event, <br />please describe how the flood water will be returned back to the waterway. <br />5. Please specify the slope at which the pit walls will be mined, e.g. vertical or 1H: f V. This <br />information is required to estimate the financial warranty as it relates to the amount of <br />material which must be moved to reclaim the pit walls to 3H:1V or flatter. <br />6.3.4 Exhibit D — Reclamation Plan <br />6. The Applicant has stated 1 ton of manure will be disked into the topsoil during reclamation. <br />Soil amendments should only be applied where soil tests indicate nutrient deficiencies for the <br />plant species to be established If soil tests indicate the soil would benefit from the addition <br />of manure, then the manure should be aged for at least six months. Raw manure has elevated <br />level of ammonia which could harm plants. Conversely, aged manure may have elevated <br />levels of salt. Please commit to conducting soil tests prior to applying manure over the <br />reclaimed area. <br />7. Pursuant to Rule 6.3.4(2), all 110 Limited Impact applications must provide an estimate of <br />the actual costs to reclaim the site based on what it would cost the State of Colorado using <br />an independent contractor to complete reclamation. The unit costs should include estimates <br />for the following activities as appropriate to the operation: backfilling, grading, topsoil <br />application, seeding, mulching, fertilization, and labor to complete reclamation. Please <br />provide a cost estimate for completing reclamation. <br />6.3.5 Exhibit E — Map <br />8. The Mining Plan Map which was submitted does not depict the amended permit boundary, <br />but only shows the currently approved permit boundary. Please revise the Mining Plan Map <br />
