The Pacific Southwest Inter-Agency Committee (1968) developed a qualitative sediment
generation model which is based upon local site characteristics. Inputs into the model
include information pertinent to Outslope soils, geology, topography, ground cover
erosion characteristics and land use. The U. S. Geological Survey has applied this
model in Colorado, and has recommended its use.
5.5 Maintenance of the outslopes will continue for two years following construction
activities. Maintenance activities will be undertaken as dictated by the results of the
annual site monitoring. Maintenance during this period of time will likely consist of
additional soil preparation and seeding activities, as well as additional shrub and tree
planting. Following the two year monitoring and maintenance period, it is anticipated
that the U. S. Forest Service will periodically monitor the site as part of their land
management activities. Funding of maintenance by the Forest Service following Project
termination will be a function of Forest budget and site needs.
6.0 BUDGET
6.1 The Project budget is presented in the attached Tables.
7.0 PUBLIC INVOLVEMENT
The public will be kept involved of Project progress through public meetings held in the
Redstone area, and, to a limited extent, through public tours of the Project Area. The
Project Area is somewhat remote and difficult to access. However, the opportunity to
visit the site during and after planting will be provided to the general Public and the
Crystal Valley Environmental Protection Association in particular. Site visits during the
construction process will be coupled with the opportunity to plant shrubs at the toe of
some of the Outslopes. Public meetings are a good opportunity to exchange ideas and
information, and to keep the community appraised of the on-going work taking place at
Coal Basin. The opportunity to plant shrubs provides those who participate an
opportunity to have ownership in the Project, an important component of the overall
watershed restoration effort.
Press releases will also be provided to local news outlets in order to expand our ability to
communicate on a region wide basis about Project implementation and Project goals.
