Mr. Bennett Young -2- April 14, 1983 <br /> Fourth, the road cuts along the access road have been in existence since <br /> 1956 and most have been in existence since prior to 1900. These have <br /> required only minor maintenance since they were constructed. Therefore, <br /> the Division considers the cuts to be stable. Based on field inspections <br /> by the Divison, the road embankments are in compliance. <br /> Finally, the reclamation bond has been submitted by Mid-Continent, <br /> payable to the State of Colorado and the United States of America. <br /> Mr. Tiedt's comments also covered the major comments by other reviewers <br /> with the exception of the question on salt loading in the Colorado <br /> River. The Division calculated the increase in TDS in the Roaring Fork <br /> River with all mines (Coal Basin, North Thompson Creek Mines, and the <br /> Sunlight Mine) discharging. This has the effect of increasing the TDS <br /> content in the Roaring Fork by 2.2 mg/l . It is obvious that the effect <br /> on the Colorado River would be much less. <br /> It is the Division's belief that all the comments made by your office on <br /> the last draft have been satisfactorily answered.
