Mr. Doug Bo4rnan -2- September 2, 1983
In addition to the above stipulations, several conditions were
incorporated into the permit application. These were the result of
stipulations in the draft findin;s document. Tne following are those
tasks wh i car the Division believes wi 1 1 require respu:',ses in the near
future.
1 . Prior to construction of the permanent Dutch Creek channel diversion,
Mid-Continent must supply cross sections showing that the reconstructed
channei is equal in capacity to :.he natural channel immediately upstream
and downstream of the reconstructed channel .
2. A new ctate, nent of probable hydrologic consequences incorporating the
effects of the road systeia on Dutch Creek and Coal Creek is due this
fall. No specific date was set, therefore, the revised Statement must be
submitteu by Jecember 21 , 1983.
J. r, report on samplinJ of the revegetateu portion of the coal
processing waste pile, to determine what deptn of topsoil is necessary to
meet reveezation success standards, is due this fall. Subsequently, the
pen-nit application may regjire revision to incorporate the finding.
4. The final condition, is Gnat reveyetation test plots must be
estaulished this fall on the ,nine bench outslopes. As is laid out in the
scope of worK, test plots should be set up for the east, north, and south
aspects. The Division will verify the estanlisnment of tnese plots
during regular inspections.
I uelieve tnis covers all the stipulations ano special conditions which
require action upon in the near future. Please don't hesitate to call if
yuu nave any questions.
Si` cerely, —1
Jim Herron
Rec>amation Specialist
JH;th
bloc. N"). 6291
