We believe this request to <br /> be the best environmental practice for this area. The configuration of the <br /> bench 5% to 10% surface slope and the high wall 2 to 1 will conform to topo- <br /> graphy of the adjoining canyon. This property is privately owned and will <br /> remain industrial and/or recreational. <br /> Following is a detailed backfilling and grading plan: <br /> At the time the mine is abandoned, all coal-related structures will be <br /> removed: i.e. , the preparation plant, conveyor belts, bins. At that time it <br /> will be decided which, if any of the buildings will remain. Possibilities are: <br /> engineering, bathhouse, Savage shop and SWF maintenance shop. The power station <br /> and power lines will remain. At this time all coal-related concrete foundations <br /> will be broken up and pushed against the high wall (see cross-section) . The <br /> various pads and benches will be graded, covering the broken concrete and <br /> removing any outside berms and the outside edges will be rounded off, leaving <br /> no depressions. Ten to fourteen inches of topsoil and/or soil amendments will <br /> be added and any fertilizer, if required by soil sample. <br /> The seed will be broadcast at 30 pounds per acre, using the 80001 mix <br /> (see mine plan) . One and one-half to two tons of straw mulch will be broadcast <br /> over the area. <br /> We believe this method will create the least environmental harm to the <br /> area. <br />
