-57- <br /> Light use roads at Coal Basin are used for maintenance of ventilation <br /> fans, explorations activities, subsidence monitoring, and access to mine <br /> escapeways. The light use roads are infrequently used and most are not <br /> kept open during the winter months. The locations of these roads are <br /> shown on Exhibit II-B-5 of the application. <br /> The applicant supplied sufficient information on the light use roads to <br /> find the roads in compliance with all design criteria, except grade. No <br /> information was submitted on the grade of the light use roads. Field <br /> inspections indicated at least one light use roar (,line No. 2 escapeway) <br /> 4hich may exceed the overall grade of 10 percent and the maximum pitch <br /> grade of 20 percent. However, as previously discussed with regard to the <br /> haul and access roads, if the roads are not in compliance, the resultant <br /> environmental damage which would occur to bring them into compTiance <br /> would be detrimental . Furthermore, many of these light use roads, such <br /> as the Mine No. 2 escapeway, are reseeded following each use if they are <br /> infrequently used. Therefore, the Division finds the light use roads to <br /> be environmentally acceptable. <br /> The Division has reviewed the road drainage designs and find the proposed <br /> operation to be in compliance. <br /> With satisfactory resolution of the stipulation, the proposed operation <br /> will be in compliance with the requirements of this section. <br /> XX. bonding - Rule 2.05.4(2) (b) <br /> Mid-Continent Resources, Inc. calculated a reclamation cost of <br /> �( $962,940.00. The Division subsequently reviewed these calculations and <br /> recalculated the reclamation costs at $1 ,970, 148.00.
