C-81-017 <br /> This report presents the results, to date, of Phase III of Mid-Continent's <br /> response to Stipulation Nos. 6 and 8 placed upon approval of their Coal Basin <br /> Mining Permit. The purpose of these two stipulations was to require the <br /> operator to propose, verify and perfect reclamation plans for the mine portals <br /> and the mines access haul road benchs located within the Coal Basin. The <br /> operator previously completed Phase I, a geotechnical mapping of the subject <br /> areas, and Phase II, a detailed reclamation backfilling and grading design. <br /> The operator initiated Phase III of their response to the stipulations in <br /> 1984, by preparing four test sections near the No. 4 mine bench and access <br /> haul road. These test sections appear representative of the type of problem <br /> areas detected during Phase I. This report presents the results of monitoring <br /> of these four test plots from 1984 through November of 1987. The operator's <br /> representatives, Scott Jones and Bruce Collins, conclude that the four test <br /> sections have been successful and have demonstrated the adequacy of the <br /> reclamation plan presented in Phase II. <br /> I concur with their conclusion and recommend acceptance of the Phase III <br /> Report.
