permittee shall submit the material balance to the Division <br /> according to the schedule on page 21.4 of Chapter V, Volume 7 of <br /> the application. <br /> On pages 21 .3 and 21 .4 of Chapter V, Volume 7, Mid-Continent <br /> Resources, Inc. , proposed to satisfy these stipulations in three <br /> phases: <br /> The first phase, consisting of a report and complete map- <br /> ping of the mine portal benches and the haul road system, was <br /> prepared by Geo-Hydro Inc. , and submitted to the Division. <br /> Phase II , consisting of a detailed reclamation backfilling <br /> and gradinq design, was developed for each problem area on the <br /> mine pads and haul roads and was included in the Mid-Continent <br /> Resources Inc. permit application. <br /> Phase III consisted of the actual preparation of the test <br /> plots near #4 Mine, and a yearly evaluation of the success or <br /> failure of the test plots. <br /> The purpose of this report is to assess the status of the <br /> individual test plots and to make any changes, if necessary, to <br /> the reclamation plan for the mine pads and haul roads. <br /> TEST PLOTS <br /> In 1984, Mid-Continent Resources, Inc. , prepared four test <br /> sections near #4 Mine that simulated areas on the haul roads and <br /> mine pads that might prove difficult to reclaim at the end of <br /> mining activities. Figures 1 and 2 show the plan and profiles of <br /> these individual test sections. The four test sections include <br /> six potential problem areas of reclamation. These sections are <br /> as follows: <br /> Section 1 includes a high soil cut in a road and a high rock <br /> cut in a mine bench. <br /> Section 2 includes a high thick fill in a road and a high <br /> thick fill in a mine bench. <br /> Section 3 is a high thin sliver fill . <br /> Section 4 is a severe erosion area. <br /> Figures 3 through 7 conceptually show the individual test <br /> sections. <br /> SCOPE OF WORK <br /> On November 3, 1987, Bruce Collins, a Professional Geologist <br /> and Ph.D, and myself , a Registered Professional Engineer in the <br /> State of Colorado, carefully examined and photographed each of <br />
